Having NISA getting Ar tonelico Qoga was actually pretty obvious. Besides Namco has so little control over Ar tonelico III. It's the Banpresto team publishers of Namco with being developed by Gust with America already receiving the 1st 2 games. You can say Namco had the small piece of the pie for Ar tonelico III. While Banpresto and Gust get the bigger slices.
So if Gust is ok with having a game they developed getting localized, Namco can't object.
Idolm@ster is 100% Namco. So will be harder to localize, but I think it would be worth NISA's time and money to localizing it regardless.

I'd like to add my support for this game as well, even though because the game has the actual voice actresses/actors singing I believe the game would be with out a dub.

They could do dual-audio. And it wouldn't be that awkward to hear them speak in English, and then sing in Japanese. I'm pretty sure it's been done before.
