When NISA localized Cross Edge it was specifically just the PS3 version only. Maybe someone else could localize Dash but more then likely won't be NISA and don't think anyone else is interested in it.
Actually, I have Cross Edge Dash. It has a load of more content.
For example, i'm recording some videos of it, it has a Colliseum Mode that unlocks more battles over time:

While I haven't unlocked/fought all the arenas yet, you do have some new secret bosses and doppelganger fights in there, like if you wanted to fight an evil York, its your chance. However, the DLC from the ps3 version is still DLC for the 360 version, it's not included on disc which was pretty surprising for me.
Speaking of discs, I didn't get the disc version either. I got the Games on Demand version which is relatively easy to acquire. Just get a japanese XBL account and some MS points and you can download it, although i'm not sure if it'll download on an american xbox. I heard some rumours that Games on Demand is IP locked. Regardless of how you get it, once its on the xbox you can just throw it on a flashdrive or something and it'll run on any Xbox.
I don't know japanese either, but the game is pretty easy to figure out with how intuitive its combat interface is so you get the hang of things over time. It also helped that I already played the localized version on PS3 beforehand.
