Nope. It's possible to get 100% completionon on a New Game + even if you choose Phase 2 or Battle of Fate as long as you fulfill every task in the Cosmospheres by the time you're completely done with level 9. It doesn't matter if it's 1 playthrough or not. Of course if you messed up before Phase 2 starts, then yes you'll have to start at the beginning.
Also some people miss the events that happen after level 9 has been completed.

The requirement for that talk topic is two items. You need the Blue Beach Sandals in your inventory as well. If you've equipped it, unequip it and you should get the talk topic.

Also.. I just found out they made a very good change in the game =O the skip text button is now O instead of X. this was VERY annoying in the japanese game, in scenario battles, if you ended the battle by pressing X, often the text would start skipping as the cutscene resumed ( only in subsequent playthroughs ). I'm really glad they changed that in the american game. This way you can't really accidentally skip your cutscenes.

SCENARIO battles. Read, man. This game has no battle over screens after scenario battles, or experience for boss battles for that matter. So again, not possible to accidentally skip your cutscene after scenario battles.
