Lag and frame rate issues

I know there's some topics and discussions out there about this but I didn' t find the solution. So I'd like to make this topic more objective also for other players having the same problem. If you never had any issue with lag or frame rate, or if you don't know how to solve this, please consider not posting here so the solution can be found faster.

The problem happens everytime in battle and sometimes out of it. The screen freezes for a few miliseconds with frequency. It's impossible to enjoy the game and I think that's a critical problem. I've already set the resolution for 720p instead of 1080p and it didn't work.

Anyone know how to definitely solve this problem?
