From the demo, which wasn't fully complete, it looked like it...but hey, in reality, the eyes can't even pick up 60 fps, so ya never know, unless it is 30 fps, which would be obvious

Not on consoles they don't.
The usual is 30, which is perfectly serviceable anyway, as TV's only run only 24 normally, and any major increases start suffering from diminishing returns in terms of visible quality anyway.

Yeah, gotta agree with you Ring...and like I said, we can't even physically SEE 60 fps anyways...but yeah, 30 fps is actually the average, and it is still smooth in most cases

I'm sure there will be some lag if you constantly spam circle, or TONS of hollows appear on screen

The smoothness of it is also determined by how much blurring is used, as motion blur hides the change between frames.
The limit of being able to see a sudden frame of darkness ends at around 100fps, whereas the limit of being able to see a frame of brightness starts fading away at 220fps. Although those are cases of absolute darkness/brightness, something in-between wouldn't need to run at nearly a high a framerate to not be noticeable.
