...you get azure wings at the RARE gathering point at Cape Ichijo... obviously you don't revisit places you already went enough to notice all the RARE gathering points that show up after you have fully developed the region.

Is Cape Ichijo the bridge place? If so, I couldn't find any Rare spots there.

yes it is (the one you had to bring 5-50 logs + living saw to make), you should be able to see rare spot there after you did all the developments quests of the East map.

Azure wings will show up there once you complete Modis Ruins II...at least that's how it was for me.
