I haven't really played XIII-2 yet. I own it but I haven't had the chance to play through it much. I still have to beat XIII. I'll tell you when I do though.

I was doing just fine not grinding at all until I reached that boss. Maybe I just suck at the game, I don't know.

All of those are fights are very hard anyway, so it's just another in a long line of them.
Same tactics of 'figure out what works' apply, as they cannot be beaten through brute force.

The best I have have ever been able to do is get his meter filled up about 80% of the way before Vanille died.

Spoiler:

Switch constantly between debuffing it when it's waiting or just building the chain gauge when it's been debuffed as much as you can, and tanking and healing when it's on the offensive.
It's all about the timing, and waiting for the "I win" button prompt to appear.
