Namco Bandai is the developing the game I believe so they are the ones you would want to hit up.
Also, while the "end-goal" of a localization support group is to of course see said product localized, the major factor of them is to generate buzz and public interest so that we send a message to companies saying, "HEY! LOOK AT US! WE WANT THIS!"
And in regards to MML3, that was an entirely different scenario. Their group is focused on reviving a dead project whereas this one (and many others to come in the future I am sure) is focused on generating buzz in NA/EU for a game that still hasn't even been released in its home country yet. Better to start now though than never.
Remember, if you want a game to be localized, show your support and like, tweet, post, send emails, and call.
Operation Rainfall started off as a group of 10 friends who wanted to see XB, Last Story, and Pandoras Tower localized, look where they are now. I'm not saying every project is going to turn into that but what's that golden saying again? Goes something like..
"If you want to succeed, YOU have to put the first foot forward."
Niche games like these aren't going to be green-lighted for localization unless WE show THEM that we want them. Best of luck to all future games and the people who want to play them.
