But I seriously don't get Atlus. Why do they going to localize a game such as Catherine, that definitely will bring some critic in the west in a few fields (even the Japanese complain about its difficulty), but refuse to localize LA3

Because Catherine is an Atlus game while LA3 is not.

Pretty much this. Plus, their games do absurdly well in the West - I can't say I'm positive the first LA games did the same, especially since DS RPGs are getting to be a dime a dozen.

DS, PSP, and PS3 are all region free. So yes while you can play this game on a U.S. DS, but people including myself would like to have an English version instead.
