Thief's hp won't heal

I am playing Disgaea 4, and my thief's level is 13 with a max hp of 138. However, her hp won't go over 34. Whether I try healing with the Netherworld Nurse or using a healer in battle, the thief's hp is stuck at 34. The thief takes damage normally though and will die after taking 34 points of damage. Is this a game bug? How do I fix this?

Remove the weight you have equipped on her.
