Puppy Paw Stick is a unique item you can receive from torturing Felynns or Slumber Cats. It's a fun-type axe; if you kill anything neutral or aggressive with it (normal attack, counters, skills, spells, anything goes), you have a 10% chance to steal a random item from each enemy killed.
Nether Express lets you create, like, a railroad between your base panel and somewhere in the Item World/Chara World. It's somewhat restrictive because you need to use a character in the Nether Express area to set the station, and there can't be any obstacles between the base panel and the station. But, once a station is set, characters can instantly warp to the station from the base panel. I haven't used it myself, since it's completely useless to me, so I'm not sure on the details beyond what others have described.

10% seems pretty... low, but I guess you can manipulate that somehow?

Nope its a Static value. Tutor etc won't affect it.
Also Cat Burglar can be found rarely on other items as well.
