Yeah, pretty much this, even if the numbers aren't exactly that, do battle quotes really make up that much of the voicing (in proportion)? In any case I don't really care about battle quotes, storyline is much more important.

I really appreciate that about them, the dubbing has to suffer because of it, but a larger chunk will likely opt for the Japanese voices than the English dub anyway.

I'm curious as to why you think it's cheaper to dub a video game than to use the original Japanese track that's been pre-recorded at the expense of another company. If it even costs the company any money to leave the original track intact it wouldn't be anything near the cost of dubbing.
