If you want to edit a costume or even create one, you will need to have some knowledge on how the template that is provided works. The technical name is "UV Map". You will need to understand what it is and how to read them, where the seams are, and how its applied onto the character.
[Here] is a tutorial I found that should give you some insights. The first part talks about how "UV Maps" are created and towards the bottom, it talks about painting the "UV Maps". Hopefully that should give you more understanding and the rest is trial and error. Use Nepgear's default suit that's provided, paint something, just do anything and then upload it into the game and study Nepgear and see how the patterns you drew looks like and acts on her, from there you can start to learn what does what and what will happen when you do what.
Honestly speaking though, for the devs to publish this system but does not publish Negear's model (mesh), and have the template extremely poorly made, it's not as user friendly for people to edit existing costumes and incredibly not user friendly at all for creating costumes from scratch, especially if the design of the costume does not really follow negear's suit's template and cuts.
For instance, it took me about a good 7~8 hours just to repaint the skin layer to have smooth "nude" skin tones, and a good 2~3 hours just to fix the cleavage area just so that I can create any type of costumes without needing to worry about encountering skin tone mismatching, seams and what not. All these were just prep. work to create the Inori costume. While creating the Inori costume, that's another level of nightmare lol ...
To answer you question on how to "finish" it, it will all depend on you. You should have an idea in mind on what design / modification you want to do to the costume, then just keep working on them until you reach the result you desire. People can give you ideas and feedback on your work or tips on what you are trying to achieve, but no one can ever tell you when you are done, you will have to decide that for yourself.
Hope this will give you some heads up and hope that I didn't scare you off. Creating / editing a costume requires a lot of time, patience and trial and error. XD
