Brawl came out years before it did, in 2008, when the 3DS was still just an idea on a drawing board and the developers of Uprising hadn't even been formed yet.
Therefore I'm pretty sure it wasn't in development by the time Brawl was released.

Kid Icarus Uprising development started on the Wii/PC, as it was intended to be on Nintendo's next portable, but there wasn't a dev-kit ready at that time.

I wasn't aware if it was planned out for such beforehand.
Although the resulting dev team for the game still hasn't been formed when Brawl had come out, as it was formed about a year later regardless.

Worked on, no, but being planned, most likely yes. Everything Nintendo (of Japan) does is for a reason.

Well, it was nearly a year before they even started work on it, so that gives them enough time to actually have planned something then.
Apparently the game was actually thought up as something independently of Kid Icarus until they realised it would actually fit really well. So the game idea actually came before they even attached the name to it.

It's more the character, and the fact he'd already been updated in Brawl, then the actual game that was considered a fit I think.

Considering all the support NIS has given to sony consoles I think they deserve to have one of their characters in this game

I looked into it, a fighting game.

Yeah, Laharl would be perfect. Actually sometime back I tried to come up with how to do a NIS based fighting game with characters from various games (originally was thinking something Dragon Ball Z like, but after a while realized that the 2-D style worked better).

Laharl was one of the easier ones to work into the idea.
(For characters of different games using the same weapons, I figured that some specials and combo moves would relate to their specific game's incarnation).

As such I figured Laharl with a sword, would have

Blade Rush (Special): a dash attack where you press P again when you get close to the opponent to perform the slash move instead of just dashing past them (to relate it to the animation from D1, and help differentiate it from what I would give Mao, and now Valvatorez).

Hurricane Slash (special throw)

Air Slicer (Special: Air only)

Blazing Knuckle (Special)

Overlord's Wrath (Hyper move)

Meteor Strike (Hyper move)

Naturally more specials and one more hyper move would need to added *it would help if unique characters had more than three moves* thanks to the DLC of Adell, Rozalin, and Mao I can now come up with full movesets for them, Flonne too now has three hypers, her three strongest moves from the past, that Final Beam or what ever from D1, Flonnezilla, and now Flonzor-X. Where her Hearts/Feathers is a special move. I'd also give her some arrow moves, but only because I always equip her with an arrow weapon instead of the staff (the anime kind of did too a little).

Apparently given Trinity Universe and Cross-Edge I was not alone on the idea of giving Etna some spear moves to even her out.

But on topic; yes Laharl would be both easy to impliment and help diversify the roster.

I mean heck Smashbros had tons of Obscure characters (including some that were only in Japan), and the Vs series from Capcom loves to throw everyone into the fray they can.
(At this point Morrigan Aensland is more famous for being the Vs series than for being in Darkstalkers).

Actually having a niche/cult following helps a character to appear in these cross-over mega-mash games.

The concept is one the designers and producers like, but often fail to realize that the roster size the audience/players want is often larger than the number of big name huge sellers, and putting in too many characters from one franchise to fill it out can off balance the fans who think favortism is being shown (case in point the fan arguments about the number of X-men, Street Fighters, or Avengers in the Marvel vs Capcom games).

So to fill out the roster they may grab more niche characters (case in point Ultimate Marvel vs Capcom 3 put the Marvel character Rocket Raccoon who is popular amongst the cosmic title fans but not as much known amongst the main title fans).

Heck NIS should be compaigning to get a Disgaea character in the game if only because it will increase player awarness of the series. If the roster were big enough I'd argue Laharl for Disgaea and Overlord Priere for NIS cross-overs (as much as some fans wouldn't like it, I could inject Etna, Prinny, and Flonne into Laharl's hypers and move set to expand him to a larger fighting game set; kind of like how Phoenix Wright and others summon characters from their games). and Overlord Priere for the female fighter factor (see Morrigan Aensland being in almost every Capcom cross-over despite her game series not seeing a new title since 1994) and her moves could easily translate to a fighting game.
